Trustees Approve Draft Agreements with Developers for Voluntary Contributions

Since state law prevents the district from charging impact fees, the Board has directed administration to ask developers for voluntary donations to help cover infrastructure costs.

Director of Growth & Development Tim Jensen reviewed four Memoranda of Understanding (MOUs). The MOUs were created prior to the Board setting a standard per door amount.

Trustees approved the MOUs including direction that if changes were made the MOU would return to the Board for final approval. Under the MOUs,

  • Selkirk Ranch: Would construct 128 new parking spaces at Kuna High School (approx. $300,000 value). Trustees asked for more information about the cost of adding more spaces.
  • Sonoran Sky: Would purchase a new school bus (approx. $140,000 value).
  • Newberry Place: Would construct a safe walking path to Ten Mile Road for student access to buses and provide a cash contribution ($198,000 combined value).
  • Victory Springs: Would provide a financial contribution of $21,359 to support district. Trustee approved a change to the MOU for a per door vs. per student contribution.

Board approval is one step in this collaboration; however, these agreements are contingent upon the developers finalizing signatures and successfully advancing their projects through the City’s planning and approval process.

Any funds received by the district will be placed in an account dedicated to building needs.

 

Federal & State Changes Cloud Budget Outlook

Chief Financial Officer Jonathan Gillen presented an update as the District begins to consider the budgeting process for the 2026-27 school years.

He cautioned that changes are proposed for how schools are funded by the state and federal government. This uncertainty stems from potential shifts in federal funding and a shortfall in state revenue.

Celebrations

Kimberlee Nixon Recognized for School Board Service

Trustees and staff recognized Chair Kimberlee Nixon as she concludes her service this month. Originally appointed to fill a vacancy in 2016, Nixon was subsequently elected to two terms representing Zone 4 and has served as Board Chair since January 2024.

New Limits on Cell Phones Working Well

Kuna High School Principal Robbie Reno reported teachers appreciate the change to limit the use of cell phones during class.

Bids Awarded to Finish Indian Creek, Ross HVAC Work

Bids totaling $1,035,918 were awarded for the final phase of HVAC replacement at Ross and Indian Creek Elementary Schools.

The project, funded by dedicated state facilities aid, is set for Summer 2026.

Contractors include Service Experts ($599,300), United Electric ($138,160), Northwest Interiors ($133,000), E & H Roofing ($109,300), Mountain Steel ($32,316), and BELFOR Environmental ($23,842).


 

Trustees OK Purchase of Email Security Protection Program

Trustees approved the purchase of an email monitoring program called Abnormal to screen for phishing and system security threats. Technology Director Cam Elwood noted that while the majority of attacks target staff email, the district is researching expanding the service to include student accounts.

 

November Trustee Election Results Approved

Trustees approved the canvass of the November school board election.

  • Kyrsti Bruce was re-elected to represent Zone 3
  • Freddy Wheeler was elected to represent Zone 4. He will take office in January.

 

Kuna Presents on Assessment at School Board Conference

Chair Kimberlee Nixon and Curriculum, Instruction, and Assessment Director Kevin Gifford reported out about their assessment presentation at the Idaho School Boards Association conference last month.
